Offshore Development and Offshore Outsourcing as Strategic Options
Lately, various indicators support the observations that Japanese economy is finally on a real recovery track after a long slump. Although the rate will still be moderate, IT investment in Japan is expected to go back to positive growth trend in the year 2004. However, in today’s fast and dynamic change in software development technology, I would also anticipate that flexible procurement of skilled human resources within Japan alone would become increasingly challenging. There is no doubt that the importance of offshore development and offshore outsourcing as a strategic business option for IT industry players in Japan will be rising further.

In the United States (U.S.), offshore outsourcing has become one of the major political debate issues in the 2004 presidential election campaign as strong sentiment has emerged in the U.S. labor market that offshore outsourcing is a serious threat of losing substantial employment opportunities. Meanwhile, in Japan IT industry, terms such as offshore development and offshore outsourcing have gained much attention and recognition in the past few years.

Currently, China, South Korea and India enjoy high popularity as favored destinations of offshore outsourcing among Japanese companies. I must admit, in Japan IT industry, awareness about the Philippines as an outsourcing destination lags behind such popular nations. However, the Philippines has been highly recognized as desirable outsourcing destination among European and American enterprises due to its high educational standard and high proficiency of the English language. In fact, there are quite a number of outsourcing projects and partnerships between European/American companies and Philippine counterparts showing great success in various fields. I am confident to say that Japanese companies looking for offshore development partners will not regret considering Philippines as another strong candidate.

Important criteria for selecting offshore partners would include not only low cost but also technical capability, quality, proficiency of Japanese language and project management capabilities. At Advanced World Systems, we have an in-house training center that provides intensive entry training to fresh graduate workforce as well as continual skill improvement training opportunities to intermediate level engineers of our company. The in-house training center is a manifestation of our commitment to provide our employees with opportunities for continuous enhancement of both technical and business skills. For quality, we have been certified with ISO 9001:2000 since 2002 and starting January 2004, initiatives towards CMMI level 3 is ongoing. Ever since the establishment of the company, we have been conducting Japanese language training to all our employees in all locations. Our key engineers are also given project management training based on PMBOK (Project Management Body of Knowledge) as well as their actual exposure to project management responsibilities in the real projects.

I would like to mention one more reason why I can strongly recommend Advanced World Systems in the Philippines as an outsourcing destination of Japanese companies. It is the compatibility of the Japanese and the Filipino people. This factor tends to be often overlooked but it is one of the key factors that could greatly impact success or failure of projects. Filipinos are cheerful, fun loving, very flexible and highly adaptable to different cultures. They will become a great partner of many Japanese IT firms towards achieving a common goal.
